Qualidigm is the contracted IIDR facilitator for the State of Connecticut Department of Public Health (DPH), and facilitates the process as a neutral convener.
An IIDR is an informal administrative procedure intended to provide skilled nursing facilities, under certain circumstances, the opportunity to dispute cited deficiencies through a process independent from the State survey agency. Connecticut’s skilled nursing facilities can request and participate in an IIDR if CMS imposes civil money penalties against the facility.
Qualidigm is the contracted IIDR facilitator for the State of Connecticut Department of Public Health (DPH). If a facility receives a deficiency from DPH and a monetary fine is attached, they have the federal right to request an IIDR. Qualidigm facilitates the process as a neutral convener, where representatives from skilled nursing facilities can come, bring counsel and dispute the deficiency to a panel of their peers.
By participating in an IIDR, facilities are able to present their case in front of their peers, without DPH involvement. In addition, if interested, participants also have the opportunity to be trained to sit on a future panel, facilitated by Qualidigm.
